Minutes of the Meeting held at Cassel Hall on Tue 6th Dec 2011 8pm

Councillors Present

Declaration Of Interests

M Warman - Planning Application.

Reports from NHDC & HCC

ClIr Brook is supporting problem of speeding on A505.
Highway problems that have been raised by Council will have some funding from HCC Locality Budget.
School Transport payments as proposed at present would be intolerable. Council Tax will not be changed again this year.
Council thanked ClIr Brook for all his help.

Highways

An E-petition is now available for residents to sign. There is much public anxiety about the speed on A505. Beech Hill is an accident black spot and concern is felt for the residents by the road. the Council is promoting the petition and going forward to try to reduce the speed limit.

Request by Council to defer payment until explanation from NHDC as to how figure was arrived at.
Insurance quote from Zurich to be obtained.
Second Round of Community Grant - to be discussed next month. Circular Seat - quote to be obtained.

Grant to be obtained for goal nets and repairs to goal posts to be sort after quotes have been received.
A request from Cassel Hall committee for support from PC as boiler urgently needs replacing. A representative from Cassel Hall has requested a grant from NHDC and ClIr Brook of HCC has offered a grant of up to £1000 from next years Locality Budget to be put towards it. This will be discussed at the next meeting. The cost of a new boiler is £3200.

Planning

54 West St - Vehicular crossover and engineering operation to provide parking turntable.
Council felt it was a very good idea for a difficult problem. 5 Councillors supported and 1 Councillor had no objection.
Oak post for Silver Lion sign - Conditional Permission
Damaged BT Payphone in Hexton Rd - Planning will decide in 90 days as to whether to remove it or whether BT must replace it.

There was one application for the post of Parish Clerk. The job will be offered to S Patmore. Chairman will write to inform him that he has been accepted.

Footpaths

Footpath 14
Council discussed the letter received from B Sowerby but still felt that even though the intention for the land was to be a paddock there was no reason to alter the decision to only move the footpath around the gardens and leave path across open land. Strutt & Parker and Rights of Way to be notified.

Olympic torch will be carried through Hertfordshire on July 7th
Resident in Rueley Dell road are complaining about a tree blocking light. Cllr Barnard to be contacted about it.
Request made for a Meet & Greet evening to be arranged for all the new residents in the village.
